NEP 2020

The honest picture
There is a large gap between policy adoption and operational reality, and it is worth naming precisely — because it tells an institution where its effort is best spent.
By January 2026 roughly 31.7 million students held ABC registrations. In the same period, only about 1,693 of India's 45,000-plus colleges were registered as credit-issuing institutions.
The consequence is concrete: a very large number of students hold credit accounts that their own institution cannot deposit into. Since 2025–26 most UGC-recognised universities have required ABC IDs at enrolment, and the UGC set a mid-2026 deadline for uploading credit data for students assessed in 2025 — so the reporting obligation arrived before the issuing capability was widely in place.
Structure
The four-year undergraduate structure is designed so that leaving early produces a recognised award rather than nothing. This only works if credits are being issued into a functioning account.

Common questions
ABC is a national digital repository where credits earned at recognised institutions are deposited against a student's ID, so they can be accumulated, transferred between institutions, and later redeemed towards a certificate, diploma, or degree. It is the mechanism that makes multiple entry and exit workable in practice.
Student registration and institutional registration are different things. A student ID allows credits to be held; the institution must itself be registered as a credit-issuing body for the credits it awards to reach that account. As of early 2026 student registration ran to tens of millions while only a small fraction of India's colleges were registered to issue — so students at unregistered institutions hold accounts their own coursework never reaches.
No. For students entering the four-year structure, the fourth year is an option rather than a requirement — a three-year exit remains a full degree. The fourth year leads to Honours, or Honours with Research where a project in the major subject is completed.
Unevenly. Six years in, school-level curricular reform has generally moved faster than the regulatory and structural restructuring of higher education. For an individual institution the practical implication is that the reference points keep moving, and that plans should be written to absorb revision rather than assume finality.
